The list has grown increasingly small with so many titles these days. So, thrown back to the olden days, I'm gonna go with Jake the Snake Roberts. It's hard to believe someone who was as over as he was never won the IC title...the world title, I understand, cause Hogan was a douche canoe. But you'd think they would eventually pulled the trigger on him at some point. Who is on your list of guys who never won the title but were great?

If we're going "never won the big one", then easily Roddy Piper. One of the best ever on the mic, and knew exactly what to do in the ring to maximize his heat. Unfortunately he was at his hottest in the middle of Hogan's epic run with the belt, so there was no way he'd win it, and even if he had, he have lost it back to Hogan quickly.
If IC/US Title wins count against them, then I'd say Ted DiBiase. The Million Dollar Man gimmick never really needed the belt, per se, but he was so damn good on the mic AND in the ring that he should've been rewarded with a run that actually counted, not that weird "bought it from Andre so it didn't actually count" thing they did just to get the belt back to Hogan eventually.

If you are going off of pure skill and talent for the puro side of things I would go with Shibata for sure. I know there were a lot of politics and hard feelings around the guy when he left and then came back but the dude could have been massive as IWGP champion in a era with Tanahashi, Nakamura, and a few others in their absolute prime.
For the US side of things I still attest that a Ken Shamrock or Rick Rude world title run would have been money in their primes. Shamrock wouldn't need to talk he would just show up and beat the hell out of guys and Rude was money on the mic and was a solid hand in the ring. Dude would have caught nuclear heat anywhere he went as world champion.
For old school wrestlers it still comes down to Magnum T.A not getting his due as world champion due to the awful accident that cut his career short. I know it was in the cards to do a NWA title run but the guy was everything they were looking for in a next generation star and a NWA title run could have changed a lot of things if his career lasted longer.

Act Yasukawa never getting the red belt in Stardom. Probably not the "best" wrestler to never the big belt, but she was wildly popular for her time and the popular theory is that she was about to get the belt when Yoshiko assaulted her in the ring and basically ended her career.
